超大城市社区协商治理长期面临"悬浮化"困境,需在党建引领下发挥统合与嵌入功能,推动制度嵌入、关系融合、服务增效与技术提质协同赋能,实现协商治理的有效运转.制度维度通过规则在地化调适与流程结构化再造,推动治理结构从文本悬浮走向实践嵌入.关系维度依托常态化协商平台与社会资本激活,促进多元主体从疏离分散转向网络共生.服务维度借助项目化转化与链条式管理,实现协商成果从形式共识迈向实质效能.技术维度凭借全链的系统赋能转型,实现技术与协商治理体系的深度融合.四者合力构成兼具韧性与回应性的社区协商治理体系,推动超大城市基层治理现代化.
Community consultative governance in megacities has long faced the dilemma of being"suspended".Under the leadership of Party building,it is necessary to leverage the functions of in-tegration and embedding to promote the synergistic empowerment of institutional embedding,rela-tional integration,service efficiency enhancement,and technological quality improvement,thereby achieving the effective operation of consultative governance.At the institutional dimension,local-ized adjustment of rules and structured restructuring of processes drive the governance structure from textual suspension to practical embedding.At the relational dimension,normalized delibera-tive platforms and activated social capital facilitate the transformation of diverse subjects from alien-ation and fragmentation to network symbiosis.At the service dimension,project-based transforma-tion and chain-based management turn deliberative outcomes from formal consensus into substan-tive effectiveness.At the technological dimension,with the empowerment transformation of the full-chain system,deep integration between technology and the consultative governance system is a-chieved.These four aspects constitute a community consultative governance system that is both re-silient and responsive,advancing the modernization of grassroots governance in megacities.
