目的 随着生物技术的快速发展,生物安全在公共卫生领域的重要性日益凸显.低等级生物安全实验室数量庞大、分布广泛,其潜在风险亟需有效识别、控制与防范.方法 以医院、疾病预防控制中心、卫生健康委员会长期从事一线生物安全实验室工作人员为研究对象,利用德尔菲法进行两轮匿名专家函询,再利用层次分析法结合熵权法进行组合赋权,最终得到主客观相结合的低等级生物安全实验室风险评估指标体系.结果 第一轮纳入专家30名,第二轮纳入专家35名,通过这两轮匿名意见征集及反馈修订,最终建立了一套系统化的风险评估指标体系,包括5个一级指标(A1~A5:人员风险防控、设备安全管理、样本风险管理、实验室制度建设、实验室环境管理)、10个二级指标(B1-1~B5-1)及30个三级指标(C1-1-1~C5-1-3).肯德尔和谐系数为0.23(P<0.001),各层次判断矩阵一致性比率均<0.1,表明专家意见协调性良好,权重分配合理.结论 基于人、机、样、法、环等维度构建低等级生物安全实验室统一风险评估指标体系并量化指标权重,丰富了该领域标准化评估的相关研究;适用范围涵盖低等级生物安全实验室的日常风险管控、监管部门监督检查及相关学术研究等场景.

Objective The rapid development of biotechnology has highlighted the importance of biosafety in the field of public health;however,the large number and wide distribution of low-level biosafety laboratories present potential risks that urgently need effective identification,control,and prevention.Methods This study targeted frontline biosafety laboratory personnel from hospitals,community diagnostic centers,and health-administration departments.Two rounds of anonymous expert consultations were conducted using the Delphi method,followed by a combination of an analytic hierarchy process and entropy weight method for integrated weighting,ultimately forming a risk assessment indicator system for low-level biosafety laboratories combining subjective and objective evaluations.Results Thirty experts participated in the first round and 35 in the second.Two rounds of anonymous consultation and feedback revisions produced a systematic risk-assessment indicator system,including five primary indicators(A1~A5:personnel risk prevention and control,equipment safety management,sample risk management,laboratory system construction,laboratory environmental management),10 secondary indicators(B1-1~B5-1),and 30 tertiary indicators(C1-1-1~C5-1-3).The Kendall harmony coefficient was 0.23(P<0.001),and the consistency ratios of the judgment matrices at all levels were less than 0.1,indicating good coordination of expert opinions and reasonable weight allocation.Conclusions A unified risk-assessment indicator system for low-level biosafety laboratories was constructed based on dimensions such as personnel,equipment,samples,regulations,and environment,with quantified indicator weights.This enriches research on standardized assessments in this field.The system is applicable to daily risk management of low-level biosafety laboratories,supervision and inspection by regulatory authorities,and related academic research.
