基于三阶段DEA-Malmquist指数的中国棉花全要素生产率测算OACHSSCD
MEASUREMENT OF TOTAL FACTOR PRODUCTIVITY OF CHINA'S COTTON INDUSTRY BASED ON THE THREE-STAGE DEA-MALMQUIST INDEX
[目的]作为重要的经济作物,棉花生产在资源配置上更能体现市场导向和效率原则,科学评价棉花全要素生产率对厘清棉花生产现状和推动棉花产业高效可持续发展具有重要意义.[方法]文章采用三阶段DEA-Malmquist模型,剔除社会经济发展、种植结构和棉花直补政策等外部环境变量影响后,对1990-2022年我国棉花全要素生产率进行测算.[结果](1)外部环境变量对我国棉花全要素生产率有显著影响.经济发展水平的提升和种植结构中棉花种植占比的扩大会通过造成土地成本的冗余,进而抑制了棉花全要素生产率的提升.棉花直补政策中,良种补贴政策可以促进土地成本的有效利用但造成了人工成本的冗余,并未有效促进棉花全要素生产率的提升.棉花目标价格政策提高了人工成本的利用效率进而提升了棉花全要素生产率.(2)我国棉花市场化改革前棉花全要素生产率波动剧烈,市场化改革后棉花全要素生产率逐步稳定.剔除环境变量后,1990-2022年我国棉花全要素生产率从0.964增加到1.002,波动幅度减小.(3)1990-2022年我国棉花主产区全要素生产率排名发生显著变化,长江棉区棉花全要素生产率逐渐由领先转为落后,黄河棉区由最末跃居首位,西北内陆棉区逐渐被黄河棉区超越.[结论]政府应积极优化土地资源配置,引导土地资源合理流转和稳定生产,避免因经济发展和种植结构变化导致的土地成本冗余.完善棉花补贴政策,调整良种补贴政策不再单纯以品种为补贴依据,调整棉花目标价格政策采取产量质量双指标补贴.调整区域布局与发展策略,适度恢复黄河流域棉花生产面积,长江棉区应加大对科研的投入,西北内陆棉区完善产业链条,推进棉花生产技术创新和推广.
The production of cotton,a crucial commercial crop,reveals market orientation and the principle of efficiency regarding resource allocation.Thus,evaluating the total factor productivity of cotton scientifically has an essential meaning for clarifying the status quo of cotton production and promoting efficient and sustainable development of the cotton industry.This research utilized the three-stage DEA-Malmquist model to calculate the total factor productivity of cotton in China from 1990 to 2022,eliminating influences of external environmental factors such as social economic development,plantation structure,and direct compensation policy of cotton.The results were listed as follows.(1)External environmental factors exerted a significant impact on the total factor productivity of cotton in China.The rise of economic development level and the increase of the percentage of cotton plantations in plantation structure would prevent the improvement of the total factor productivity of cotton by causing redundancy of land cost.In the direct compensation policy of cotton,compensation for fine breeds would cause redundancy in labor costs,although it could promote the effective use of land costs.The target price policy of cotton could increase the total factor productivity by improving the utilization efficiency of labor costs.(2)Before the market-orientation reform of the cotton industry in China,the fluctuation of the total factor productivity of cotton was fierce.The productivity gradually became stable after the reform.After eliminating the environmental factors,the total factor productivity of cotton in China between 1990 and 2022 increased from 0.964 to 1.002 with weaker fluctuation.(3)The sequence of the total factor productivity of different regions from 1990 to 2022 was dramatically changed.The total factor productivity of cotton in the Yangtze River cotton region gradually changed from the leader to the backward,the Yellow River cotton region jumped from the last to the first,and the northwest inland cotton region was gradually surpassed by the Yellow River cotton region.In conclusion,the following suggestions for government are given out:The government should actively optimize the allocation of land resources,guide the rational transfer of land resources,and ensure stable production to avoid land cost redundancy caused by economic development and changes in the planting structure.It is necessary to improve the cotton subsidy policy.And when adjusting the fine variety subsidy policy,the subsidy basis should no longer be solely based on the variety.For the cotton target price policy,a dual-index subsidy based on both output and quality should be adopted.Additionally,regional layouts and development strategies should be adjusted.The cotton-growing area in the Yellow River Basin should be moderately restored.The Yangtze River cotton region should increase investment in scientific research.And the northwest inland cotton region should improve the industrial chain and promote technological innovation and the popularization of the cotton industry.
