Common mental health issues among children and adolescents have become an important public health concern.Primary healthcare institutions play a basic role in early identification,initial intervention,referral coordination and continuous management,but still face limitations in professional capacity,standardized proce-dures and collaboration with families and schools.This consensus focuses on common mental health issues among children and adolescents,including emotional problems,anxiety disorders,neurodevelopmental problems,behav-ioural and conduct problems,self-harm and suicide risk,and learning difficulties.It recommends the combined use of the PHQ-9,SDQ and multi-source information from families,schools and primary healthcare workers for screening and assessment.A graded management pathway based on low,moderate and high risk is proposed,fol-lowing the process of screening and filing,assessment and classification,intervention and follow-up,and standard-ized referral.This consensus aims to provide practical guidance for primary healthcare institutions in the prevention and management of common mental health issues among children and adolescents.
