The 2026 Government Work Report proposes that,with carbon peaking and carbon neutrality as the overarching guidance,China will coordinate and advance carbon reduction,pollution mitigation,ecological improvement and growth,implement the dual control system for total carbon emission volume and emission intensity,and comprehensively promote green and low-carbon transition.As a core component of the comprehensive transportation system,the green development and clean low-carbon transition of the water transportation sector constitute a key measure for delivering the national"dual carbon"goal and building China into a leading transportation nation.In accordance with the development requirements during the critical window period for China's carbon peaking initiative,and integrating the evolution trend of international shipping carbon emission reduction regulations,this paper systematically analyzes the current emission status of the water transportation sector and the multiple challenges facing the transition,including policy,technological and infrastructure challenges,constructs a theoretical framework for green and low-carbon transition that adapts to the sector's development,examines the core driving factors of the transition from three dimensions,i.e.policy,technology and market,and combines typical practices at home and abroad with the latest industry data to propose both practical short-term transition strategies and forward-looking long-term development paths,followed by targeted policy suggestions,so as to provide theoretical reference and practical guidance for the water transportation sector to promote a clean and low-carbon transition through new quality productive forces.
