Taking into consideration effective supervision practices such as hierarchical responsibility guarantee and multi-party linkage currently in place,it further explores four deep-seated underlying problems,namely insufficient regulatory laws and rules for emerging business forms,overemphasis on emergency disposal rather than early warning for meteorological alerts,backward risk control in static waters and inadequate cross-departmental law enforcement coordination.Based on the practical grassroots maritime supervision work and adhering to problem-oriented and result-oriented principles,targeted operable supervision countermeasures with quantified indicators,time schedules and assessment criteria are formulated to facilitate the transformation and upgrading of waterborne safety supervision modes.The research provides practical references for consolidating the safety defense line of waterborne traffic and preventing serious maritime accidents during holidays.
