Safety Risks and Systematic Governance of Transport Vessels and Boats
随着我国航运业发展和海洋强国战略推进,交通船(艇)作为水上交通"最后一公里"及陆海连接关键接驳载体,市场需求量激增,其安全运行直接关系港口作业效率与海洋经济发展.但与受到严格监管的商船不同,这类船舶因"小、散、动"等特点,长期处于安全管理的边缘模糊地带.以涵盖港区短途接驳及港口与海上设施间中远途运输的交通船(艇)为研究对象,基于两类船艇存在的差异化和共性安全风险,以及海事监管困境难点,构建贯穿"人-船-环境-管理"全链条,融合"源头管控、过程严控、智慧赋能、协同共治"的系统化治理体系,为提升我国交通船(艇)安全治理水平提供理论与实践参考.
With the development of China's shipping industry and the advancement of the Maritime Power Strategy,transport vessels(boats),serving as the"last mile"of water transportation and a key connecting carrier between land and sea,have experienced a sharp rise in market demand.Their safe operation is directly related to port operation efficiency and the development of the marine economy.However,unlike merchant ships under strict regulatory control,such vessels have long existed in a vague marginal area of safety management due to their characteristics of being"small,scattered and highly mobile".Taking transport vessels(boats)covering short-distance shuttle services in port areas and medium-and long-distance transportation between ports and offshore facilities as the research subjects,this paper,based on the differentiated and common safety risks of the two types of vessels as well as the dilemmas and difficulties in maritime supervision,constructs a systematic governance system covering the whole chain of"human-vessel-environment-management"and integrating"source control,strict process control,smart empowerment and collaborative governance",so as to provide theoretical and practical references for improving the safety governance level of transport vessels(boats)in China.
