Strategies for High-quality Development of VTS under the Background of Digital-Intelligent Transformation during the 15th Five-Year Plan Period
"十五五"时期是我国传统基础设施数智化改造的关键阶段,船舶交通管理系统(VTS)作为水上交通安全监管的核心载体,承载保障海上安全、守护国际航运通道的使命,其高质量发展直接关系国家总体安全与交通强国建设成效.当前我国VTS面临动态感知局限、系统协同不足、智能化偏低等瓶颈.为破解我国VTS发展瓶颈,聚焦VTS转型升级实践,重点阐述四大核心路径,明确各路径实施重点,为"十五五"VTS数智化转型、提升海事监管现代化提供实践指引.
The 15th Five-Year Plan period marks a critical stage for the digital and intelligent transformation of traditional infrastructure in China.As the core carrier of maritime traffic safety supervision,the Vessel Traffic Services(VTS)system undertakes the mission of ensuring maritime safety and safeguarding international shipping routes.Its high-quality development is directly related to overall national security and the effectiveness of building China into a strong transportion country.Currently,China's VTS system faces bottlenecks such as limited dynamic perception,insufficient system coordination,and a low level of intelligence.To address these bottlenecks,this paper focuses on the transformation and upgrading practices of the VTS system,elaborates on four core pathways,and specifies the implementation priorities of each pathway,providing practical guidance for the digital and intelligent transformation of VTS and the modernization of maritime supervision during the 15th Five-Year Plan period.
