Lagging Issues and Revision Suggestions for Methane Emission Accounting Standards in Urban Gas Stations
甲烷作为强效温室气体,其精准核算是城镇燃气行业减排的关键前提.文章聚焦我国城镇燃气场站甲烷排放核算标准的滞后性问题,系统梳理了国内现行核算标准体系的构成与短板,结合场站实测案例,从排放因子颗粒度、数据时效性、实测方法支撑3个维度剖析了标准存在的核心问题:核算因子仅按场站压力等级划分,未细化至设备/组件级别;排放因子多沿用IPCC 1996年基于API的数据,与我国当前设备及管理水平脱节;实测技术规范缺失导致核算结果差异显著.同时,分析了标准滞后对企业减排动力、政策制定精准性及监测技术发展的制约.借鉴欧美分级核算、动态更新、实测导向的管理机制,从构建三级排放因子库、建立"默认因子+实测修正"双重核算体系、搭建标准落地支撑平台3方面提出修订建议,旨在为城镇燃气场站甲烷排放精细化管控提供技术支撑.
As a potent greenhouse gas,the accurate accounting of methane is a critical prerequisite for emission reduction in the urban gas industry.Focusing on the lagging nature of China's current methane emission accounting standards for urban gas stations,this paper systematically sorts out the composition and shortcomings of the existing domestic accounting standard system.Combined with field measurement cases of gas stations,it analyzes the core problems of the standards from three dimensions:granularity of emission factors,timeliness of data,and support for field measurement methods.Specifically,accounting factors are only classified by station pressure level without refinement to the equipment/component level;most emission factors adopt IPCC 1996 data sourced from API,which are inconsistent with China's current equipment and management level;and the lack of field measurement technical specifications leads to significant discrepancies in accounting results.Meanwhile,this paper examines the constraints of lagging standards on enterprises'emission reduction motivation,the accuracy of policy formulation,and the development of monitoring technologies.Drawing on the management mechanisms of graded accounting,dynamic updating,and field measurement orientation in Europe and the United States,it proposes revision suggestions from three aspects:constructing a three-level emission factor database,establishing a dual accounting system of"default factors+field measurement correction",and building a supporting platform for standard implementation.This study aims to provide technical support for the refined management and control of methane emissions from urban gas stations.
