石油天然气行业应对生态保护修复成效评估的政策研究OA

In response to the requirement of"carrying out effectiveness assessment of ecological protection and restoration"put forward for the first time in the national 15th Five-Year Plan proposals,this paper systematically analyzes the policy requirements,implementation priorities and difficulties in four key fields of the petrochemical industry:ecological environment zoning management and control,ecological restoration of temporary land occupation,pollution prevention and control of active sites,and decommissioning and well plugging of oil and gas fields.The study shows that the current industry is facing problems such as emphasizing compliance over effectiveness and insufficient participation in systematic assessment in effectiveness evaluation.It is urgent to promote the industry's transformation from compliance-oriented management to effectiveness-oriented management by improving the policy and regulation system,strengthening technical support capacity,innovating management models and broadening diversified investment channels,so as to achieve the unity of environmental and economic benefits and provide practical support for the construction of a Beautiful China.
