低碳背景下文旅型乡村交通基础设施建设效益协调性评价OACHSSCD
Coordination Evaluation on the Benefits of Cultural-Tourism Rural Transportation Infrastructure Construction in the Context of Low Carbon
交通基础设施作为支撑乡村旅游业发展的核心硬件,不仅要保障建设质量,更要兼顾环境、能源等多维度效益的协调性.本文聚焦低碳发展背景下文旅型乡村交通基础设施建设的新要求和时代特征,重新界定了文旅型乡村交通基础设施建设效益的内涵,将其划分为经济、社会、环境和能源四个维度,明确了各维度间的协调发展关系,探讨了基于协调性的效益实现机理.在此基础上,结合文旅型乡村交通基础设施建设的独特性,构建了多维度效益评价指标体系,并采用耦合协调度模型作为衡量协调性的核心工具,选取典型案例对模型进行检验和实证分析.提出加强交通基础设施建设抗风险能力,贯彻绿色发展理念,强化全寿命周期管理等建议.
Transportation infrastructure,as the core hardware for supporting the development of rural tourism,not only needs to ensure the construction quality,but also needs to pay attention to the coordination of multiple dimensions benefits such as environmental and energy.This paper focused on the new requirements and characteristics of the Era about cultural-tourism rural transportation infrastructure construction under the background of low-carbon development,and redefined the connotation of the benefits of cultural and tourism ru-ral transportation infrastructure construction,dividing them into four dimensions:economy,society,environ-ment,and energy.It also clarified the coordinated development relationship among these dimensions and ex-plored the mechanism for achieving benefits based on coordination.Based on this,in light of the uniqueness of the transportation infrastructure construction in cultural tourism-oriented rural areas,a multi-dimensional bene-fit evaluation index system was constructed.The coupling coordination degree model was adopted as the core tool for measuring coordination,and typical cases were selected to test and conduct empirical analysis of the model.Finally,it put forward some suggestions,such as strengthening the anti-risk capacity of transportation in-frastructure construction,implementing the concept of green development,and enhancing the management of the whole life cycle.
