中国式现代化与社会保障管理体制:适配、挑战与进路OACHSSCD

In recent years,with the severe population aging,the lower fertility rate,large number of practitioners in new business forms,frequent population mobility and the digitalization of management forms,the social security management system has gradually exposed problems such as the inadaptability of the social security identification mechanism,inconsistent social security contribution standards and poor social security sharing.As the operational guarantee for high quality services,the social security management system directly affects key links such as the coordination of business departments,the establishment and optimization of relevant systems and the allocation of institutional powers and responsibilities.It not only relates to the operational efficiency of the entire social security system but also to the experience and feelings of all social members towards social security services.Therefore,promoting the high quality development of the social security management system has become a key task in the process of Chinese modernization. For the purpose of further optimizing the social security management system,this paper firstly discusses the adaptation relationship between Chinese modernization and social security management system,then summarizes the reform achievements of China's social security management system,and clarifies the practical challenges of social security.Finally,this paper proposes the development paths for optimizing the social security management system from the aspects of the management policy,operation system,information construction and fund operation of social security. This paper finds that Chinese modernization has requirements for the social security management system in terms of efficiency,inclusiveness and standardization.The social security management system,in turn,plays a promoting role in maintaining social stability,promoting economic development and enhancing governance efficiency for the development of Chinese modernization.Since the 18th National Congress of the Communist Party of China,the reform of the social security management system has achieved remarkable results in terms of management policy,management model,service quality and fund management.However,under the influence of the digital economy,business model renewal and technological transformation,social security management still faces challenges such as institutional inclusiveness,subject coordination,information sharing and fund sustainability.Finally,this paper puts forward feasible suggestions for optimizing the social security management system from aspects such as improving the management system,unifying the handling service system,promoting the construction of digital information,and innovating the operation mechanism of the fund. This paper reveals the adaptation relationship between Chinese modernization and the social security management system,which provides a theoretical basis for improving the value system,institutional policies and governance tools of social security.Besides,based on the concept of universal social security assistance,this paper puts forward suggestions such as expanding the inclusive content of social security,unifying the service system for handling affairs,and innovating the management mechanism of personal accounts,which is conducive to accelerating the reform of the government's social security management system and achieving the new era social security goal of universal construction and sharing.
