从"实验点"到"新生态":科学教育实验区建设的实践张力与协同机制创新OA
From"Pilot Sites"to a"New Ecosystem":Practical Tensions and Collaborative Mechanism Innovation in the Construction of Science Education Experimental Zones
科学教育是推动教育强国建设与创新人才培养的重要途径.基于对H 省P 县全国中小学科学教育实验区的实地调研,以"实践张力"为分析主线,系统揭示实验区建设过程中呈现的"高投入与低转化""特色化与碎片化""城区示范与乡村师资流失""素养导向与评价脱节"四重内在张力.这些张力并非执行偏差,而是政策逻辑与实践逻辑、行政推动与专业自主、资源分配与真实需求之间结构性矛盾的体现,共同构成了从"实验点"到"新生态"演进过程中的根本挑战.研究发现,破解张力不能依赖局部调整或资源追加,而要通过系统性的"协同机制创新",在县域层面构建资源整合共享、课程发展支持、师资流动评价、素养评价联动等治理机制,以重构政府、学校、社会与家庭等多元主体间的协同关系,推动科学教育向可持续发展的"新生态"实质转型.
Science education serves as a critical foundation for building a leading country in education and fostering innovative talent.Based on field research in County P,H Province—a national science education experimental zone for primary and secondary schools—this study employs"practical tensions"as its analytical framework to systematically examine four key tensions emerging during the construction of the experimental zone:"high investment versus low transformation""specialization versus fragmentation""urban demonstration versus rural depletion"and"competency orientation versus lagging evaluation."These tensions are not mere implementation deviations but manifestations of structural contradictions between policy logic and practical logic,administrative promotion and professional autonomy,and resource allocation and genuine needs.Together,they constitute fundamental challenges in the evolution from isolated"pilot sites"to a cohesive"new ecosystem".The research argues that resolving these tensions cannot rely on piecemeal adjustments or additional resources alone.Instead,it requires systematic"collaborative mechanism innovation"at the county level,establishing governance mechanisms for resource integration and sharing,curriculum development support,teacher mobility and evaluation,and competency-based assessment linkage.Such innovation aims to reshape the collaborative relationships among multiple stakeholders,including the government,schools,society,and families,and ultimately drive the substantive transformation of science education toward a sustainable"new ecosystem".
