我国畜禽粪污资源化利用工作已取得显著成效.在党和国家的高度重视下,中央与地方协同推进,通过种养结合、整县推进等模式,经过数十年的实践探索与理论积累,出台了涵盖法律法规、规划支持、规范与标准化、监管评估四类政策文件,推动利用水平稳步提升,其发展历程可划分为最初探索、迅速发展、稳步完善3 个阶段.当前,治理工作呈现四大趋势:种养结合持续深化、智能化支撑不断增强、整县推进市场化特征日益明显、标准体系逐步完善.展望未来,应进一步加强部门协同,提高政策精准性,推动市场化运作,提升技术适用性,并强化全程监管,以持续推动畜牧业向绿色低碳高质量发展.

Remarkable achievements have been made in the resource utilization of livestock and poultry manure in China.Under the high attention of the Party and the county,coordinated promotion between central and local governments was carried out.Through models such as the combination of planting and breeding and county-wide promotion,and after decades of practical exploration and theoretical accumulation had been conducted,four categories of policy documents(covering laws and regulations,planning support,norms and standardization,and supervision and evaluation)were issued.As a result,the utilization level was steadily improved.The development process was divided into three stages:initial exploration,rapid development,and steady improvement.Currently,four major trends are presented in the governance work:the continuous deepening of the combination of planting and breeding,the increas-ing enhancement of intelligent support,the increasingly obvious market-oriented characteristics of county-wide promotion,and the gradual improvement of the standard system.Looking to the future,departmental coordination should be further strengthened,policy precision should be improved,market-oriented operation should be promoted,technology applicability should be enhanced,and whole-process supervision should be reinforced,so as to continuously promote the green,low-carbon,and high-quality development of the livestock industry.
