De-prioritization of Climate Policy:New Changes in U.S.Climate Politics during Trump 2.0 Presidency

2024 年特朗普再度当选美国总统,于就职首日即宣布再次退出《巴黎协定》,美国气候政策由此呈现确定性全面"倒退"态势.在个人领导风格强化、国内利益结构重组以及大国战略竞争加剧等因素的交互作用下,美国气候政治呈现鲜明的"去气候政策化"转向.这一转向重塑了国内政治生态,并经由话语叙事与政策工具的反复运用得到强化,导致美国气候治理体系趋于碎片化,进而对全球气候政治共识及《巴黎协定》的有效实施造成冲击.从本质上看,这一变化是多重结构性变量经由政治生态重塑而系统性重构政策行为逻辑的集中体现.尽管"去气候政策化"转向在短期内对多边气候外交进程形成掣肘,但从长期来看,气候合作领域仍呈现共识大于分歧的基本态势.

Donald Trump,following his return to the White House in 2024,announced the U.S.withdrawal from the Paris Agreement once again on his first day in office,signaling a phase of"deterministic retrenchment"in American climate policy.Under the combined effects of an increasing personalized leadership style,the restructuring of domestic interest configurations,and intensifying great-power competition,U.S.climate politics has exhibited a distinct shift toward"de-prioritization of climate policy".Correspondingly,the politi-cal ecology has been systematically reshaped and further reinforced through the repeated deployment of discursive narratives and policy instruments.As a result,the U.S.climate governance system has become increasingly fragmented,exerting tangible impacts on the global climate consensus and the effective implementation of the Paris Agreement.In essence,this transformation reflects a systematic reconfiguration of policy behavioral logic through the reshaping of political ecology by multiple structural variables.Although this shift constrains multilateral climate processes in the short term,climate cooperation in the long run continues to demonstrate a fundamental trend in which consensus outweighs divergence.
