抽水蓄能电站开发权竞争性分配机制研究OA
Competitive Allocation Mechanism for Pumped-storage Power Station Development Rights
开发权是抽水蓄能电站投资的权益核心.本文归纳梳理了抽水蓄能电站开发权确定的演化历程,以《抽水蓄能电站开发建设管理暂行办法》印发后的开发权管理现状为基础,基于科层管理理论,建立抽水蓄能开发权科层管理模型,并结合抽水蓄能市场需求实际,分析研判抽水蓄能开发权确定的后续发展趋势.研究结果表明:抽水蓄能开发权的确定机制经历了从国家到地方的持续演进、逐步规范的过程;建立的抽水蓄能现行开发权科层管理模型,可直观展示所有权与用益物权分离的过程中各个管理科层发挥的作用;分析并提出市场需求是抽水蓄能资源优化和高效调配的基础,建议当发电企业投资意愿不足时,应适当放宽行政管理措施,通过激励提振企业投资信心.
The development right represents the core equity interest in pumped-storage power station investments.This paper summarizes and reviews the evolution of the development right determination for pumped-storage power stations,with a focus on current status following the issuance of the Interim Measures for the Development and Construction Management of Pumped Storage Power Stations.Based on bureaucratic management theory,a hierarchical management model for pumped storage development rights is established.By incorporating actual market demand,the study analyzes and forecasts future trends in the determination of these rights.The findings indicate that:(a)the mechanism for determining pumped storage development rights has undergone a continuous evolution from national to local oversight,gradually becoming more standardized;(b)the established hierarchical management model can clearly illustrate the roles of various administrative levels in the separation of ownership and usufructuary rights;(c)it is recommended that the market demand should be served as the foundation for optimizing and efficiently allocating pumped storage resources,and when the investment enthusiasm among power generation enterprises is insufficient,the administrative measures should be appropriately relaxed to incentivize and boost corporate investment confidence.
