旱獭是广泛分布于欧亚大陆草原与高原的啮齿动物,兼具生态系统初级消费者、分解者以及鼠疫耶尔森菌携带者等多重身份.随着中国西北部和青藏高原生态环境持续改善,旱獭种群数量迅速增长,如何有效管理并调控其种群数量已成为当前野生动物保护和疾病防控的重大挑战.俄罗斯和蒙古国与中国山水相连,为应对涉及旱獭的人兽冲突与公共卫生风险,三国形成了各具特色的治理模式.文中对中国、俄罗斯和蒙古国三国的鼠疫宿主管理政策进行比较,梳理各国在法律法规、监测预警、群众参与和跨境协作等方面的实践经验,提出对中国鼠疫宿主旱獭管理的启示和建议,以期为科学管理旱獭种群数量和提升对鼠疫宿主的防控能力提供跨国合作的经验借鉴.

Marmots,a rodent widely distributed across grasslands and plateaus of Eurasia,play multiple roles as primary consumers and decomposers of ecosystems as well as the carriers of Yersinia pestis(the plague bacterium).With the continuous improvement of the ecological environment in northwestern China and the Qinghai-Tibet Plateau,marmot population has increased rapidly.Effective management and regulation of their population size has been a critical challenge for both wildlife conservation and disease prevention and control in China.Russia and Mongolia share contiguous landscapes with China.The three countries have developed unique governance models to address human-wildlife conflicts and public health risks associated with marmots.This paper compares the plague host management policies in China,Russia,and Mongolia,and reviews their experience in laws and regulations,monitoring and early-warning systems,public participation,and cross-border collaboration,providing insights and suggestions for China's future management of marmot as plague hosts.The study aims to provide valuable references for the international cooperation in scientific management of marmot population and the enhancement of capacity to control the plague hosts.
