基于HMBWM多准则群决策分析的中医医疗术综合评价指标构建与遴选研究OA
Research on the Construction and Selection of Comprehensive Evaluation Framework for Traditional Chinese Medicine Medical Technology Based on Multi-Criteria Group Decision Analysis of HMBWM
目的 为有效推动复杂不确定情景下中医医疗技术综合评价指标构建与遴选工作,基于国内卫生评估细则和犹豫乘性最优最差法(HMBWM)多准则群决策分析理论,构建符合现实需求的中医医疗技术价值评估指标框架并分析不同维度指标的重要性.方法 检索Medline(PubMed)、中国知网等中英文数据库及政府网站等,搜集与中医医疗技术评价指标相关的期刊文献和政策文件等相关资料.通过文献分析形成不同维度的中医医疗技术价值评价指标体系,利用HMBWM多准则群决策分析计算不同维度指标的权重并对指标重要性阐述分析.结果 本文共分析重要文献341篇,形成包括安全性、有效性、经济性、传承与创新、伦理性、适宜性、组织适应性和可及性8个维度的一级中医医疗技术综合评价指标,内含33个二级指标.三位中医领域专家根据个人专业知识确定个人最优指标和最差指标,构建各自关于8个维度中医医疗技术综合评价指标的偏好判断矩阵.优化模型分析表明一级指标权重由高到低为安全性＞有效性＞经济性＞可及性＞传承与创新＞伦理性＞组织适应性＞适宜性.不同维度指标权重值越高,表明其在中医医疗技术价值评估指标体系重要性和影响力也随之增高.结论 指标权重信息排序结果表明专家权威度高、意见集中度和协调度好,对当今社会中医医疗技术价值评价指标发展与改进奠定坚实理论基础.
Objective To effectively promote the construction and selection of comprehensive evaluation indicators for traditional Chinese medicine medical technology under complex and uncertain environments,based on domestic health assessment rules and multi-criteria group decision analysis theory of the hesitant multiplicative best-worst method(HMBWM),a framework for evaluating the value of traditional Chinese medicine medical technology that meets practical needs is constructed,and the importance of different dimensional indicators is analyzed.Methods This article collects relevant materials such as journal literature and policy documents related to the evaluation indicators of traditional Chinese medicine medical technology by searching Chinese and English databases such as Medline(PubMed)and CNKI,as well as government websites.Through literature analysis,a value evaluation index system for traditional Chinese medicine medical technology with different dimensions is formed.This article uses HMBWM multi-criteria group decision analysis to calculate the weights of different dimensional indicators and elaborates on the importance of the indicators.Results This article analyzed a total of 341 important literatures and developed a comprehensive evaluation index for traditional Chinese medicine medical technology,including 8 dimensions:Safety,effectiveness,economy,inheritance and innovation,ethics,suitability,organizational adaptability,and accessibility.The index includes 33 secondary indicators.3 experts in the field of traditional Chinese medicine determined their individual optimal and worst indicators based on their professional knowledge,and constructed their own preference judgment matrices for the comprehensive evaluation indicators of traditional Chinese medicine medical technology in 8 dimensions.The optimization model analysis showed that the weights of the first level indicators from high to low were safety＞effectiveness＞economy＞accessibility＞inheritance and innovation＞ethics＞organizational adaptability＞suitability.The higher the weight values of different dimensional indicators,the greater their importance and influence in the evaluation index system of traditional Chinese medicine medical technology value.Conclusion The ranking results of indicator weight information showed high expert authority,good concentration and coordination of opinions,laying a solid theoretical foundation for the development and improvement of traditional Chinese medicine medical technology value evaluation indicators in today′s society.
