民办高校督学责任区建设:现实逻辑、可行分析与广西地方实践OACHSSCD
Establishment of Supervision Zones for Private Universities:Practical Logic,Feasibility Analysis,and Guangxi's Local Practices
"十四五"以来,我国民办高校在规模和质量方面均取得了显著发展,成为高等教育的重要组成部分.但仍然面临着办学规范性挑战、教学质量结构性短板、内部治理结构失衡、系统性风险隐患等现实困境.建立督学责任区是民办高校督导的一种有效的常态化方案,契合教育治理现代化的内在要求.民办教育法律法规体系的不断完善和地方试点经验为中小学督学责任区建设和高等教育评估体系衔接提供了可行性.广西探索建立民办高校督学责任区为民办高校督导制度落地提供了有益的尝试.
Since the 14th Five-Year Plan period,China's private universities have achieved remarkable progress in both scale and quality,and have become an important component of higher education.However,they still face practical challenges including standardized operation,structural deficiencies in teaching quality,imbalanced structure of internal governance,and systemic risks.The establishment of supervision zones serves as an effective routine mechanism for private universities,aligning with the intrinsic demands of modern educational governance.The continuous improvement of private education laws and regulations,along with local pilot experiences,provides feasibility for construction of supervision zones in primary and secondary schools as well as integration with higher education evaluation system.Guangxi's exploration of supervision zones for private universities offers a valuable mode for implementing the supervision system.
