生态环境分区管控与规划环评的协同管理是优化产业布局、促进绿色发展的重要手段.研究以四川省"两量"(分区管控允许排放量与规划环评排污控制量)联动实践为例,系统分析了当前管理中存在管控尺度不匹配、调整机制不灵活及监管流程不完善等问题.基于典型案例研究,提出了分级动态管理机制:对水质稳定达标区域实施简化联动,对不达标区域实施深入联动.同时建议构建信息化监管平台实现动态跟踪,并完善事中事后监管体系.研究成果为完善生态环境分区管控制度、深化环评改革提供了实践参考,对构建全链条环境管理体系具有重要指导意义.

The coordinated management of ecological-environmental zoning control and planning environmental impact assessment(EIA)is an important approach to optimizing industrial layout and promoting green development.In this study,the jointed practice of"dual-quantity"(i.e.,the permitted discharge limits under zoning control and the pollutant discharge control targets in planning EIA)in Sichuan Province was taken as an example,with existing issues systematically analyzed,such as mismatched regulatory scales,inflexible adjustment mechanisms,and imperfect supervision processes.Based on typical case studies,a hierarchical dynamic management mechanism was proposed:simplified linkage for areas with stably compliant water quality and in-depth linkage for non-compliant areas.Additionally,it is recommends that an information-based supervision platform should be established for dynamic monitoring and improving the in-process and post-event oversight system.The research findings provide practical references for refining ecological-environmental zoning control systems and deepening EIA reforms,offering significant guidance for constructing a comprehensive environmental management framework.
