噪声环境损害评估的模型比较与研究OA
Model Comparison and Study on Noise Environmental Impact Assessment:A Case Study on Construction Noise Pollution in Shenzhen
针对噪声环境污染损害量化方法不一、缺乏标准规范的问题,以深圳市某施工噪声污染案件为例,系统对比了资源价值模型与Logistic模型的应用.研究表明,资源价值模型立足《中华人民共和国环境保护税法》,计算简便、结果权威,但未考虑区域经济与受体差异;Logistic模型通过构建噪声暴露与经济损失的理论链条,能综合反映噪声强度、人群规模和经济水平,评估结果更贴近实际损害,但参数设定主观性强、缺乏实证支撑.两种模型分别适用于行政执法与司法诉讼等不同场景,同时均存在优化空间.为此,提出应推动制定噪声专项评估指南、加强参数本土化实证研究、构建跨部门数据共享机制,并通过引入地域调节系数、实证校准参数等途径优化模型,以促进噪声损害评估工作的科学化与规范化.
For the inconsistent quantification methods and the lack of standardized norms for environmental damage caused by noise pollution,the application of the resource value model and the Logistic model were systematically compared in this study,using a construction noise pollution case in Shenzhen as an example.The findings indicated that the resource value model,based on the Environmental Protection Tax Law of the People's Republic of China,was straightforward and yielded authoritative results,but failed to account for re-gional economic disparities and receptor sensitivity.In contrast,the Logistic model established a theoretical linkage between noise exposure and economic loss,integrating factors such as noise intensity,affected population size,and regional economic levels,which led to assessment results that better reflected actual damage.However,its parameters were highly subjective and lacked empirical support.The two models are applicable to different scenarios-administrative enforcement and judicial litigation,respectively-and both have room for optimization.Accordingly,this paper proposes the formulation of specialized noise assessment guidelines,strengthening localized empirical research on key parameters,establishing cross-departmental data-sharing mechanisms,and optimizing the models by introducing regional adjustment coefficients and empirically calibrating parameters,so as to advance the scientific and standardized assessment of noise-induced environmental damage.
