为系统评估南水北调中线工程水源地丹江口库区及其上游流域水质安全保障成效,科学谋划"十五五"保护治理思路,综合运用现场调研与系统分析方法,围绕水质达标率、优于Ⅲ类水质断面比例、总氮浓度、污水处理率、水土流失治理面积、水生生物完整性指数、水库营养状态及绿色高质量发展指数等指标,开展成效评估与形势研判.结果表明:截至 2025 年,水源区国控断面水质达标率保持 100%,达到或优于Ⅲ类水质断面比例达100%,城镇污水处理率显著提升,新增水土流失治理面积超额完成规划任务,水库总体呈中营养状态,总氮浓度较约束性目标明显降低,水生生物完整性指数稳步提高,区域绿色高质量发展格局初步形成.然而,部分入库河流及库湾仍存在总磷超标、藻类异常增殖等问题,监测智慧化水平与覆盖度不足、供水安全保障韧性偏弱、资金保障长效机制尚未健全等挑战依然突出.面向"十五五",研究提出应重点推进水质风险精细化管控、构建"天空地水工"一体化智慧监测体系、优化水资源调度、健全多元化资金保障机制、强化关键技术攻关等对策建议,为持续保障"一泓清水永续北上"提供科技支撑.

To systematically evaluate the effectiveness of water quality security in the Danjiangkou Reservoir area and its up-stream watershed,the water source area of the Middle Route of South-to-North Water Diversion Project,and to scientifically formulate governance strategies for the 15th Five-Year Plan period,an effectiveness evaluation and situation assessment were conducted through field surveys and systematic analysis,focusing on key indicators such as the water quality compliance rate,the proportion of sections with water quality better than Class Ⅲ,total nitrogen concentration,sewage treatment rate,newly added soil erosion control area,aquatic biological integrity index,reservoir trophic state,and regional green and high-quality development index.The results show that by 2025,the water quality compliance rate at national monitoring sections in the water source area re-mained at 100%,and the proportion of sections with water quality better than Class Ⅲ reached 100%.The urban sewage treat-ment rate significantly increased,the newly added soil erosion control area exceeded the planned target,the reservoir was generally in a mesotrophic state,the total nitrogen concentration decreased significantly compared to the binding target,the aquatic biologi-cal integrity index steadily improved,and the regional green and high-quality development pattern began to take shape.However,challenges remain prominent,including excessive total phosphorus and abnormal algal proliferation in some tributaries and reser-voir bays,insufficient intelligence level and coverage of monitoring systems,weak resilience of water supply security,and imperfect long-term financial guarantee mechanisms.Looking ahead to the 15th Five-Year Plan period,the study proposes key counter-measures,including refined control of water quality risks,the construction of an integrated"space-air-ground-water-engi-neering"intelligent monitoring system,optimization of water resource regulation,the establishment of a diversified funding guaran-tee mechanism,and strengthening research on key technologies,thereby providing scientific and technological support to ensure a perpetual flow of clear water to the north.
