人工智能驱动科学研究战略的国际比较与政策启示OACHSSCD

International Comparative Study of Artificial Intelligence for Science Strategies and Policy Implications

人工智能驱动科学研究(Artificial Intelligence for Science,AI4S)正处于全球科技竞争前沿.全球主要发达经济体高度重视,相继出台国家级战略,力图抢占竞争制高点.通过对美国、欧盟、英国、日本等不同国家和地区的AI4S 战略定位、实施路径和资源投入进行比较分析,发现 AI4S 战略呈现出从工具价值到国际竞争关键战场、从单点突破到系统能力建设、从探索性议题到国家紧迫任务、从分散推进到多方协同的共同趋势.基于国际战略趋势和中国科技基础、产业优势及制度特点的考量,提出中国应加快确立 AI4S 发展的国家战略导向,强化核心能力,构筑系统性优势,部署AI4S 发展战略优先领域和方向,积极参与AI4S 治理等启示建议.

Artificial intelligence for science(AI4S)is rapidly becoming a new focal point in global technological competition.Major developed economies,such as the United States,the European Union,the United Kingdom,and Japan,have successively introduced national-level strategies aimed at seizing leading positions in the transformation of scientific research paradigms.Through a systematic comparison of their strategic plans,AI4S strategies share four common trends:shifting from instrumental value to a critical arena for international competition,evolving from isolated breakthroughs to systemic capacity building,transitioning from an exploratory topic to a nationally urgent task,and moving from fragmented initiatives to multi-stakeholder collaboration.Based on an analysis of international strategic trends,as well as China's scientific and technological foundations,industrial strengths,and institutional characteristics,this study proposes several insights and recommendations.These include accelerating the establishment of a national strategic direction for AI4S development,strengthening core competencies to build systemic advantages,prioritizing key areas and directions for AI4S development,and actively engaging in AI4S governance to shape international standards.
