In response to a series of issues encountered during the preliminary land clearance and compensation work for the Inner Mongolia power grid construction,including mismatches between project planning and territorial spatial planning,unclear boundaries of authority and responsibility for cross-regional construction,inconsistent land acquisition compensation standards across regions,last-minute planting and construction by local residents prior to construction,information asymmetry between government and enterprises,and a lack of oversight for civilized construction practices,which have resulted in significant coordination challenges and delays in construction progress,drawing on extensive field experience in power transmission and transformation projects,this paper proposes the following measures of prioritizing planning compliance,establishing a collaborative responsibility mechanism between government and enterprises,issuing advance public notices and retaining visual documentation,conducting on-site surveys to assess land features and local conditions,addressing civil disputes through categorized and tiered mediation,optimizing tower site and route plans,standardizing compensation criteria and streamlining payment procedures,promoting civilized construction practices,and implementing post-project evaluations and dynamic monitoring.After implementing these measures in projects such as the electrified railway from Hohhot to Zhangjiakou and the Huade-Siziwang Banner 220 kV new energy aggregation power supply project,the practice of unauthorized construction is effectively curbed,various land acquisition disputes are properly resolved,and the projects are completed and put into operation on schedule.
