政策工具视角下我国免陪照护服务政策文本量化分析OA

Objective To systematically review and quantitatively analyze China's policies regarding companion-free care services,to uncover the structural characteristics and problems in the application of policy instruments,and to provide references for the subsequent formulation,optimization,and implementation of related policies.Methods Based on the Rothwell&Zegveld policy instrument clas-sification method,combined with content analysis,policy texts related to companion-free care services in China from 2016 to 2025 were retrieved.After standardized screening,a two-dimensional analytical framework consisting of X-dimension(basic policy instru-ments)and Y-dimension(policy development stages)was constructed to code,quantify,and analyze the policies.Results A total of 13 valid policy texts were included,from which 42 policy analysis items were extracted.In the X-dimension,supply-oriented,environment-oriented,and demand-oriented policy instruments accounted for 52％,38％,and 10％,respectively.In the Y-dimension,policy instru-ments in the exploration stage,improvement stage,and mature stage accounted for 10％,17％,and 74％,respectively.Conclusion Chi-na's policies regarding companion-free care services are dominated by supply-oriented instruments,but exhibit structural bias and in-sufficient technological empowerment.Environment-oriented instruments are widely applied,yet their internal structure still requires optimization.Cross-sectoral collaboration during policy implementation and the cultivation of a supportive social environment need to be strengthened.Demand-oriented instruments are relatively underutilized,with payment security mechanisms and service market cul-tivation lagging behind.It is recommended to optimize the mix of policy instruments,strengthen the coordination between long-term care insurance and basic medical insurance,enhance technological support and social awareness,and cross-sectoral coordination mechanisms.These measures will promote the sustainable development of companion-free care services,transitioning them from basic provision to high quality,extensive coverage,and high public acceptance.
