政策工具视角下我国专科护理政策文本研究OA

Objective To explore the utilization of policy instruments of specialized nursing,and to provide references for optimizing and implementing specialized nursing policies in China.Methods A two-dimensional analysis framework based on policy instru-ments(X dimension)and policy stages(Y dimension)was established.A total of 42 policy texts of specialized nursing from 2001 to 2025 issued in China were selected.The policy texts were analyzed using content analysis,and frequency and percentage were used to describe the quantity and proportion of instruments of specialied nursing.Results A total of 139 coding units was extracted.In the X dimension,environment-oriented,supply-oriented,and demand-oriented policy instruments accounted for 50.4％,38.8％,and 10.8％,respectively.In the Y dimension,the policy instruments in the exploratory stage,standardized development stage,and system improve-ment stage accounted for 2.9％,52.5％,and 44.6％,respectively.Conclusion The utilization of specialized nursing policies in China is predominantly characterized by environment-oriented and supply-oriented policy instruments,while demand-oriented policy instru-ments are markedly underutilized.It is recommended that,while optimizing the internal structure of environment-oriented and supply-oriented policy instruments,efforts should be made to enhance the breadth and depth of demand-oriented policy instruments,thereby promoting the effective implementation and high-quality development of specialized nursing policies.
