The Creation Policies of National Forest Cities Empower the Improvement of Social-Ecological System Resilience
在全球生态危机与社会脆弱性交织的背景下,提升社会-生态系统韧性已成为关键议题.基于2000-2023 年全国285 个地级市的面板数据,以国家森林城市创建政策为准自然实验,构建融合双重差分模型与双重机器学习的因果推断框架,系统揭示试点政策对城市社会-生态系统韧性的多维影响机制.研究发现:(1)国家森林城市创建政策通过政策激励能够显著提升试点城市社会-生态系统韧性.(2)机制检验表明,国家森林城市创建政策通过绿色技术创新和空气污染治理助力社会-生态系统韧性提升.(3)异质性分析表明,国家森林城市创建政策对社会-生态系统韧性的促进作用在大城市、老工业基地、环境保护重点城市以及沿海城市更显著.因此,要坚定不移地将国家森林城市创建政策置于提升城市可持续发展能力的核心战略地位,构建多维度、可持续的韧性提升体系,坚决贯彻精准施策原则,实施差异化引导,以实现政策效能最大化.
⑴ Background——Against the backdrop of the global ecological crisis and social vulnerability,enhancing the social-ecological system resilience is of great practical significance for addressing climate change,ecological degradation and social inequality,as well as for advancing the achievement of sustainable development goals.The creation of national forest cities is an important approach for promoting ecological civilization construction.Al-though scholars have conducted systematic and in-depth research on both the creation policies of national forest cities and the social-ecological system resilience,there remains a lack of literature that organically integrates the two to systematically analyze their intrinsic connections and interaction mechanisms. ⑵ Methods——This paper first proposed the research hypotheses based on theoretical analysis.Then,tak-ing the creation policies of national forest cities as a quasi-natural experiment,it constructed a causal inference framework that integrated the difference-in-differences model and double machine learning.It measured the so-cial-ecological system resilience of 285 prefecture-level cities in China from 2000 to 2023 and empirically exam-ined the effects,transmission mechanism and heterogeneous impacts of the creation policies of national forest cit-ies on the cities'social-ecological system resilience using the double machine learning method. ⑶ Results——First,the benchmark regression results show that the creation policies of national forest cit-ies has a significant positive impact on the social-ecological system resilience,and this result remains stable in multiple robustness tests.Second,the results of the mediation effect test reveal that the creation policies of nation-al forest cities enhance the cities'social-ecological system resilience by improving the level of green technology innovation and the effectiveness of air pollution control.These mechanisms jointly promote the improvement of ur-ban ecological quality and the enhancement of adaptive capacity.Third,the heterogeneity analysis results indicate that the impacts of the creation policies of national forest cities on the social-ecological system resilience vary across different types of cities.Specifically,the creation policies of national forest cities have a more positive pro-moting effect on the enhancement of the social-ecological system resilience in large-scale cities,old industrial ba-ses,key environmental protection cities and coastal cities. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,the creation of national forest cities should be placed in a core strategic position for enhancing the cities'sustainable development capacity.Specifically,the construction of national forest cities should be integrated into the strategic framework of high-quality urban development and new-type urbanization strategy,a multi-stakeholder collaborative governance mechanism should be improved,and the development of long-term mechanisms should be strengthened.Second,the formulation of the policies for creating national forest cities should focus on strengthening the transmission mechanisms of green technology innovation and air pollution control effectiveness,and build a multi-dimensional and sustainable resilience enhancement system.Policy incen-tives for the research,development and transformation of green technologies should be further increased,and the trans-regional and inter-departmental joint prevention and control mechanisms for air pollution should be improved.Third,the optimization of future policies should follow the principle of targeted implementation,and differentiated policies should be adopted according to the types and characteristics of cities to maximize policy effectiveness.
