⑴ Background——Developing understory economy in light of local conditions is one of the important ways to increase farmers'income and it is of great significance for meeting the market's diversified demands for green ecologi-cal products.Forestry new quality productive forces can effectively promote the upgrading of forestry industries,culti-vate new formats and models in forestry,and provide new kinetic energy for the high-quality development of understory economy.At the current stage of forestry transformation and development,how to empower the high-quality develop-ment of understory economy through forestry new quality productive forces has become an important issue. ⑵ Methods——Based on the methods such as literature review,policy analysis and case analysis,this pa-per first clarified the core connotation of forestry new quality productive forces and discussed its internal logic of empowering the high-quality development of understory economy.Then,it analyzed the practical dilemmas in em-powering the high-quality development of understory economy through forestry new quality productive forces.Fi-nally,it proposed the implementation paths for empowering the high-quality development of understory economy through forestry new quality productive forces. ⑶ Results——The internal logic of forestry new quality productive forces empowering the high-quality de-velopment of understory economy is:First,new quality productive forces can expand the spatial dimensions of understory three-dimensional management and promote the transformation of production methods by innovating re-sources allocation.Second,it can drive the quality and efficiency improvement of understory economy,adapt to consumption upgrading,and stimulate market momentum.Third,it can drive the green transformation of under-story economy and consolidate the ecological foundation for high-quality development.Fourth,it can drive the co-ordinated development of the entire understory industry chain and construct an efficient development paths.How-ever,there are also some practical dilemmas in the empowerment of high-quality development of understory econ-omy by new quality productive forces:forestry frontier technologies with backward development and insufficient application efficiency,an imperfect mechanism for the large-scale and diversified development of the modern for-estry industry,and inadequate institutional safeguards and factors support for forestry management systems. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are proposed:First,enhance the innovation of the mode of production of understory economy through forestry scientific and technological innovation.Strengthen the R&D of core technologies,promote digital empow-erment and improve the industry-university-research collaborative mechanism.Second,enhance the reform mo-mentum of understory economy through the upgrading of forestry production factors.Activate land elements,ex-pand capital channels,and strengthen the cultivation of high-quality agricultural and forestry talents as well as new agricultural management entities.Third,stimulate new engines for the development of understory economy through forestry industry integration.Empower deep processing with scientific and technological innovation and green technologies,enable integrated development with data elements and format innovation,and enhance inter-est linkage with coordinated development.Fourth,release new growth momentum for understory economy through forestry policy incentives.Strengthen ecological empowerment through policies,build a standard and supervision system,enhance inter-departmental coordination and policy integration and establish an inter-departmental coor-dinated governance mechanism.
