新时代海外经历能带来更高的科研产出吗?OACHSSCD

Does overseas experience lead to higher research output in the new era?

基于2022年北京市科技工作者的数据,采用双重机器学习和因果中介分析方法,在剔除多维混杂因素后识别海外经历对科研产出的因果效应.研究发现,海外经历显著促进了科研人员的总体产出;人才称号发挥部分中介作用,其间接效应占总效应的比例高达32.4%,海外经历并不通过国际联系和能力感知提升科研产出.海外经历的影响存在明显异质性特征:在流动态势上,跨越多国的流动经历是驱动科研产出增长的核心要素;在代际特征上,海外经历溢价呈现显著的收敛趋势;在学科特征上,理学和工学海外经历对科研产出的提升显著,而依赖本土资源的农学和医学不仅增效微弱,医学甚至面临负效应.为此,我国要完善科研人员引进、培养与国际交流机制;建立"海外经历+实际能力"双重评价标准,完善多元化科研评价体系;制定分学科、分年龄段精准引进、支持政策,提升人才引育精度;扩大和提升国内科研人员自主培养规模与质量.

Based on the data of scientists and technicians in Beijing in 2022,this paper employs Double Machine Learning(DML)and causal mediation analysis to identify the causal effect of overseas experience on research output after stripping away multi-dimensional confounding factors.The results indicate that overseas experience significantly promotes researchers' overall output.Mechanism analysis reveals that academic talent titles play a partial mediating role,with the indirect effect accounting for 32.4%of the total effect.However,overseas experience doesn't enhance research output through international connections or perceived ability.Furthermore,the impact of overseas experience exhibits significant heterogeneity:in terms of mobility patterns,the cross-national flow experiences are the core factor driving the growth of scientific research output;Regarding generational characteristics,the premium of overseas experience shows a significant convergence trend;In terms of disciplinary characteristics,overseas experience significantly boosts output in sciences and engineering;in contrast,agricultural and medical sciences,which heavily rely on localized resources,show marginal gains,with medicine even facing negative effects.Based on these findings,this study suggests improving the mechanisms for the introduction,cultivation,and international exchange of researchers.It recommends establishing a dual evaluation standard of"overseas experience+actual capability"to optimize a diversified research evaluation system,formulating precise talent support policies categorized by disciplines and age groups,and further enhancing the scale and quality of domestic independent talent cultivation.
