Orientation,predicaments and practical paths of skill-oriented universities for building a powerful country
面向强国建设与"十五五"规划战略部署,技能型高校应明晰自身办学定位,切实履行高技能人才供给、支撑现代化产业体系建设的重要职责.技能型高校在类型定位上,应以技艺养成为核心使命;在空间定位上,应成为扎根省域产业生态的"在地化"技能高地;在层次定位上,应充当搭建技能人才成长"立交桥"的核心枢纽;在功能定位上,应成为支撑现代化产业体系建设的主体力量.然而,技能型高校作为服务强国建设、分类推进高校改革发展重点打造的办学类型,其在办学实践中面临着学术漂移倾向消解了技能型高校应有的类型特色,教育资源的空间集聚放大了产教融合的"地理孤岛"效应,内卷化的教育逻辑制约了高技能人才的培养质量,单一化的价值分配制度削弱了技能型高校的社会认同四大困境.面向强国建设,技能型高校应坚持类型教育属性,破解学术漂移的路径依赖;立足区域协调发展战略,优化产教融合空间布局;服务新质生产力发展,重构面向产业一线的实践育人体系.国家应协同发力,通过落实"新八级工"制度增强技能型高校社会认同.
Against the backdrop of building a powerful country and the strategic arrangements of the 15th Five-Year Plan,skill-oriented universities need to clarify their school-running orientation and fulfill their core responsibilities in supplying highly skilled talents and bolstering the development of a modern industrial system.In terms of categorical orientation,these universities take craftsmanship cultivation as their core mission.In terms of regional orientation,they strive to become localized skill hubs deeply rooted in provincial industrial ecosystems.In terms of hierarchical orientation,they serve as a vital link in building an overpass for the career advancement of skilled personnel.In terms of functional orientation,they act as a major force underpinning the modern industrial system.As a key focus on developing specific types of educational programs in the categorized reform of higher education for national development,skill-oriented universities are confronted with four prominent practical dilemmas:the tendency of academic drift erodes their distinctive vocational characteristics;the spatial concentration of educational resources gives rise to a"geographic isolation"effect in the integration of industry and education;the involution of educational logic hinders the quality cultivation of highly skilled talents;and the unitary value distribution system weakens their social recognition.To serve the goal of building a powerful country,skill-oriented universities must adhere to the attributes of vocational education to break free from the path dependence of academic drift;They shall align with the regional coordinated development strategy and optimize the spatial layout for industry-education integration;To fuel the growth of new quality productive forces,they need to restructure a practical talent training system tailored to frontline industrial demands.Meanwhile,joint efforts from the state are required to implement the new eight-level skilled worker system and enhance public recognition of skill-oriented universities.
