绿色金融支持超大城市美丽城市建设路径研究OA

Under the strategic background of comprehensively advancing the construction of a Beautiful China,green finance has become a core policy instrument for promoting high-quality green,low-carbon development.Relying on its advantages as a pilot zone for green finance reform and innovation,Guangzhou initially formed the"Guangzhou Experience"in driving beautiful urban construction through green investment and financing via top-level design with high-level overall planning,the three-dimensional construction model of"Beautiful Units",and collaborative financial innovation support among governments,banks and enterprises.Nevertheless,current practices were still confronted with problems and challenges including unclear identification of key supported fields and projects,insufficient integrated policy innovation and cross-departmental coordination,and imperfect project management mechanisms as well as incentive-restraint mechanisms.Aiming at the above problems,optimization path suggestions were put forward from three dimensions of establishing a targeted policy system,innovating diversified financial instruments,and improving high-efficiency implementation guarantee mechanisms,combined with practical experience of Beautiful Guangzhou construction under the financial support mode of environmental protection construction projects in Guangzhou.Practical references were provided for megacities to build a sustainable model enabling beautiful city construction empowered by green finance.
