Dilemmas and solutions to the standardized construction of county-level environmental monitoring stations in Guizhou Province
贵州省作为国家首批生态文明试验区,兼具山地地理特征与多民族聚居特点,垂直管理改革背景下县级环境监测站规范化建设对区域生态安全至关重要,同时面临多重挑战.文章系统分析该省县级环境监测站在技术能力、制度运行及主体协同中的现实困境,从技术、制度、主体三重视角切入探索解决方案.在此基础上提出技术适配优化、事权分级管理、民族人才培育为核心的"技术-制度-文化"三维协同治理路径.该路径可为西部欠发达地区环境监测体系现代化提供实践支撑,实现治理能力与生态保护需求的有效衔接.
As one of the first national ecological civilization pilot zones,Guizhou Province is characterized by mountainous geographical features and multi-ethnic settlements.Under the background of vertical management reform,the standardized construction of county-level environmental monitoring stations was crucial to regional ecological security,while multiple challenges were also confronted.A systematic analysis of the practical dilemmas of county-level environmental monitoring stations in Guizhou Province in terms of technical capacity,institutional operation and stakeholder coordination was conducted,and solutions were explored from the triple perspectives of technology,institution and stakeholder participation.On this basis,a three-dimensional collaborative governance path of"technology-institution-culture"was proposed,with the core focuses on technical adaptation and optimization,hierarchical management of administrative authority,and cultivation of ethnic professional talents.This path was able to provide practical support for the modernization of environmental monitoring systems in underdeveloped western regions,and effective connection between governance capacity and ecological protection demands was realized.
