中国海洋生态环境治理政策发展脉络、制度逻辑及路径展望OA

文章系统梳理海洋生态环境治理重要事件和政策,将发展脉络划分为早期探索、起步建设、平稳发展、战略升级、全面治理 5个阶段.运用文本量化方法提炼沿海省市海洋生态环境治理制度方面的关键词,并构建污染防治、生态修复、资源保护、市场优化、综合管理五维分析框架.深入分析 2018-2023年我国海洋水质现状、富营养化状况及直排海污染情况,并结合实际工作进展,明确我国海洋生态环境治理存在的主要问题.提出顶层设计与政策引导相结合、多部门协同与区域协同联动、科技创新和智慧监管联合驱动、资金投入和长效机制多重保障、公众参与和社会监督并重等治理路径.

Important events and policies concerning marine ecological environment governance were systematically sorted out,and the development trajectory was divided into five stages:initial exploration,preliminary construction,steady development,strategic upgrading,and comprehensive governance.Keywords related to marine ecological environment governance systems in coastal provinces and cities were extracted by applying text quantification methods,and a five-dimensional analytical framework covering pollution prevention,ecological restoration,resource protection,market optimization,and integrated management was constructed.The status quo of China's marine water quality,eutrophication,and direct marine discharge pollution from 2018 to 2023 were analyzed in depth,and the main problems existing in China's marine ecological environment governance were identified in combination with actual work progress.Governance paths were proposed,including integrating top-level design with policy guidance,strengthening multi-departmental coordination and regional collaborative linkage,jointly driving technological innovation and smart supervision,ensuring multi-layered financial input and long-term mechanisms,and attaching equal importance to public participation and social supervision.
