随着遥感技术发展及河湖生态环境保护与管理需求日益提升,为全面支撑河湖长制工作开展,需设计并应用符合实际业务需求的河湖监管体系,针对传统河湖库监管存在的时空覆盖不全面、问题响应滞后、部门协同薄弱等痛点,结合河南省河湖库监管实际与地方建设实施方案,系统研究河湖库一体化监测感知体系在问题监管核查、处置全流程中的应用路径.通过整合卫星遥感、视频监控、无人机巡检等多源技术手段,构建融合型智能监管模式,分析体系应用实践中的效能与现存问题,并提出针对性优化建议,为河南省河湖库数智化、精准化监管提供实践参考.

With the development of remote sensing technology and the increasing demand for ecological environment protection and management of rivers and lakes,it is necessary to design and apply a river and lake supervision system that meets actual business needs to fully support the implementation of the river-lake chief system.In response to the shortcomings of traditional river-lake-reservoir supervision,such as incomplete spatial-temporal coverage,delayed problem response,and weak inter-departmental coordination,combined with the actual situation of river-lake-reservoir supervision in Henan Province and the local construction implementation plans,a systematic study was conducted on the application path of the integrated monitoring and sensing system for rivers,lakes and reservoirs in the entire process of problem supervision,verification and disposal.By integrating multiple technical means including satellite remote sensing,video monitoring,and unmanned aerial vehicle inspection,a comprehensive intelligent supervision model was constructed.The effectiveness and existing problems in the practical application of the system were analyzed,and targeted optimization suggestions were proposed to provide practical references for precise supervision of rivers,lakes and reservoirs in Henan Province.
