一种基于行为准则的核安全文化评价方法探索研究OA

Current assessments of nuclear safety culture have limitations,such as failing to cover all attri-butes and being influenced by individual evaluator differences,which may affect the conclusions.This paper analyzes the"863 Essential Behavioral Guidelines for Nuclear Safety Culture"of the China National Nuclear Corporation(CNNC),establishes behavioral guidelines for nuclear safety culture,and incorporates assess-ment methods including surveys,personnel interviews,and on-site inspections.A nuclear safety culture as-sessment method centered on behavioral guidelines is proposed,offering an approach for accurately and com-prehensively assessing the state of nuclear safety culture.A pilot evaluation of nuclear safety culture was con-ducted at a selected organization to identify its current status and validate the effectiveness of the proposed method.The results indicate that this method enables objective evaluation of nuclear safety culture attributes and effectively identifies weaknesses in the evaluated organization's nuclear safety culture.
