2025年广西山洪灾害特征分析及对策OA
Analysis of characteristics and countermeasures for flash flood disasters in Guangxi in 2025
广西是典型的喀斯特地貌区,山洪灾害多发且破坏性强.近年来,广西通过构建监测预警系统、实施重点山洪沟防洪治理项目以及推进基层群测群防体系建设,初步形成专群结合防御体系,防灾成效显著,2020-2024年连续五年实现山洪灾害"零死亡".然而,受全球气候变化影响,2025年广西致灾性强降雨过程频繁发生,诱发多起山洪灾害事件,其中龙胜县山洪泥石流灾害导致8人遇难,隆林县发生与山洪相关的安全生产事故造成4人死亡,暴露出局部地区山洪灾害防御体系还存在薄弱环节.本文分析了2025年广西山洪灾害特点及防御短板,提出对策建议,为山洪防治提供参考.
Guangxi is a typical karst landform region,frequently hit by flash floods with high destructive power.In re-cent years,Guangxi has established monitoring and early-warning systems,implemented flood control projects in key flash flood-prone gullies,and promoted the construction of grassroots community-based monitoring and preven-tion systems,which have led to the initial formation of a specialized and community-integrated defense system,achieving significant disaster prevention outcomes.From 2020 to 2024,it recorded zero deaths from flash floods for five consecutive years.However,under the influence of global climate change,disaster-inducing heavy rainfall events occurred frequently in Guangxi in 2025 which resulted in multiple flash flood disasters.Among them,the flash floods and debris flows in Longsheng County resulted in 8 deaths,and a flash flood-related production safety accident in Longlin County caused 4 deaths,exposing weaknesses in the flash flood disaster prevention system in some areas.This paper analyzes the characteristics of flash flood disasters in Guangxi in 2025 and the shortcomings in defense,proposes countermeasures and suggestions,and provides reference for flash flood prevention and control.
