从拮抗到协调:黄河流域省会城市经济社会与资源环境系统的协同演进OA
From Antagonism to Coordination:The Synergy Evolution of Socio-economic and Resource-environmental Systems in Provincial Capital Cities of the Yellow River Basin
黄河流域生态保护和高质量发展是国家重大战略,省会城市作为区域发展的核心载体,其经济社会与资源环境的协调关系对流域可持续发展具有重要影响.以黄河流域9个省会城市为研究对象,构建涵盖经济社会发展与资源环境质量的综合评价指标体系,基于熵值法确定权重,运用耦合协调度模型和相对发展指数,对2010-2023年两大系统的协调发展水平进行测度与时空演化分析.结果表明,从时序演变看,黄河流域省会城市整体耦合协调度由0.153 0提升至0.943 0,经历了"拮抗-磨合-协调"三阶段演进,系统间关系逐步优化;相对发展状态由初期的"资源环境滞后"逐步转向"同步发展",反映系统间逐步实现动态均衡;空间格局呈现"东强西弱"的分异特征,成都、西安、济南等城市已进入高水平的协调阶段,而西宁、银川等西部城市仍处于低水平协调状态,区域发展不平衡问题突出.提出完善流域协同治理机制,建立系统协同的标准体系;加快产业结构优化升级,发展生态友好型产业;强化核心城市引领作用,构建流域发展共同体的发展对策.
The ecological conservation and high-quality development of the Yellow River Basin represent a pivotal national strategy.As primary engines of regional development,provincial capital cities are crucial to the basin's sustainable development,where the synergy between their socio-economic systems and resource-environmental conditions is of paramount importance.This study focuses on 9 provincial capital cities within the basin.A comprehensive evaluation index system is constructed to assess both so-cio-economic development and resource-environmental quality.Employing the entropy weight method,a coupling coordination de-gree(CCD)model,and a relative development index are applied to measure and analyze the spatiotemporal evolution of the coordina-tion between these two systems from 2010 to 2023.Results reveal that,in terms of temporal evolution,the overall CCD of provincial capital cities in the Yellow River Basin increased from 0.153 0 to 0.943 0,undergoing a three-stage evolution of"antagonism,adjust-ment,and coordination"with the inter-system relationship gradually improving.The relative development state transitioned from an initial"resource-environment lag"to"synchronous development,"indicating a progressive shift towards dynamic equilibrium.Spatial-ly,a"stronger east and weaker west"divergence pattern is evident.Cities like Chengdu,Xi'an,and Jinan etc.have reached a high-lev-el coordination stage,whereas western cities such as Xining and Yinchuan remain in a state of low-level coordination,underscoring pronounced regional disparities.Therefore,it is necessary to improve the basin-wide collaborative governance mechanism,establish a system-coordinated standard framework,accelerate the optimization and upgrading of industrial structures,develop eco-friendly in-dustries,strengthen the leading role of core cities,and build a basin development community for strategies of development.
