World energy development trends in an era of turbulence and change
全球能源发展逐步进入动荡变革阶段,地缘政治已成为影响能源决策的核心因素.基于"世界与中国能源展望"模型,针对全球地缘政治演变新特征,创新设计了鸿沟、基准和链接3种情景,通过设定世界人口、经济及技术等能源发展基础参数,系统模拟地缘政治动荡下的世界能源发展趋势.研究表明,在不同情景下,到2060年世界能源需求将增至202亿~214亿吨标准油当量;能源结构清洁化与终端用能电气化趋势显著;国际合作情况决定先进技术推广普及进程;油气需求量达峰时点与峰值需求量面临较大的不确定性;能源发展主导权的争夺使得实现2℃温控目标难度加大.为更好地应对世界动荡变革对能源发展的影响,应持续深化全球能源合作,为能源发展注入稳定力量;强化各能源品种融合发展,提升能源系统韧性;稳定油气行业上游投资,确保供应保持较高水平;高度关注技术创新进展及其对能源发展的影响.
Global energy development is entering a period of turbulent transformation,with geopolitics emerging as a central factor shaping energy policy decisions.Drawing on the"World and China Energy Outlook"modeling framework,and in light of new features in global geopolitical dynamics,this paper innovatively designs such three scenarios as"Chasm","Baseline",and"Linkage"—to systematically simulate global energy trajectories under geopolitical volatility by setting energy development basic parameters including world population,economic growth,and technology.The findings indicate that global energy demand will reach between 20.2 and 21.4 billion tons of oil equivalent by 2060 across the three scenarios,a clear shift towards a cleaner energy mix and greater electrification of end-use sectors is evident,the diffusion of advanced technologies hinges on the depth of international cooperation,both the timing and magnitude of peak oil and gas demand keep substantial uncertainty,and intensifying rivalry for energy leadership further complicates the prospect of meeting the 2℃ climate target.To navigate the implications of global upheaval and transition for energy systems more effectively,it proposes such measures as deepening international energy cooperation to provide a stabilizing force for energy development,enhancing the integrated development of diverse energy sources to elevate energy system resilience,maintaining stable upstream investment in oil and gas to make supply at a robust level,as well as pay high attention to technological innovation progress and its impact on energy development.
