新时期国民休闲发展的主要特征、供需困境及治理路径OACHSSCD

National leisure is a critical benchmark for measuring people's sense of gain in a good life,as well as an important engine for promoting con-sumption upgrading and high-quality social development.Currently,national leisure in China exhibits characteristics such as rigidified time patterns,low-altitude spatial preferences,and value-oriented content.However,there exists a significant mismatch between leisure supply and real demand:low utilization efficiency of rural facilities,severe homogenization of urban leisure,insufficient protection of rights and interests for the elderly and children,and excessively high barriers to high-quality leisure.The deep-rooted causes lie in the spatial mismatch between the administrative jurisdiction logic of facility layout and the 3-kilometer living circle logic of residents,the structural imbalance between producer-oriented supply content and stratified de-mand,and the governance misalignment caused by departmental fragmentation versus the cross-domain nature of leisure.This paper argues that the core of high-quality national leisure development lies in constructing a demand-oriented governance framework and pathway,achieving a transformation from producer-imagined universal benefit to demand-side perceived universal benefit.Specific pathways include:establishing population distribution-oriented facility layout standards,cultivating community-based third spaces,innovating rural leisure demand response mechanisms,improving differentiated pro-tection for the elderly and children,and promoting the integration of new mass literature/art with technology to lower the barriers to high-quality leisure.
