中国绿电交易市场机制综述及发展展望OA
Research Review and Development Prospect of Green Electricity Trading Market Mechanism in China
随着全球气候变化加剧,能源绿色低碳转型迫在眉睫.绿电交易作为促进可再生能源发展的关键机制,是实现双碳目标的重要途径之一.然而,当前绿电交易市场面临交易价格持续下降、市场参与度低等问题,同时绿电交易市场与电力现货市场、碳市场、可再生能源电力消纳责任权重等其他相关机制缺乏有效协同,抑制了绿电交易的活力.为此,文中针对中国绿电交易市场机制,总结了其发展历程与现状,分析了绿电交易机制对多主体交易决策、优化调度以及碳核算的影响,并总结了绿电交易市场机制与电力现货市场交易机制、绿证交易市场机制、碳市场交易机制以及可再生能源电力消纳责任权重之间的协同机理,进而分析了绿电交易发展的瓶颈与挑战,提出了完善绿电交易机制的设计方案,旨在为绿电交易市场的长远发展提供决策参考.
With the intensification of global climate change,the green and low-carbon transition of energy is urgently needed.The green electricity trading market,as a key mechanism for promoting the development of renewable energy,is one of the important ways to achieve the goals of carbon emission peak and carbon neutrality.However,the current green electricity trading market is facing problems such as declining transaction prices and low market participation.At the same time,the lack of effective coordination between the green electricity trading market and other related mechanisms,such as the electricity spot market,the carbon market,and the renewable electricity consumption quota,has inhibited the vitality of green electricity trading.Therefore,this article summarizes the development history and current status of the green electricity trading market mechanism in China,analyzes the impact of the green electricity trading mechanism on multi-agent trading decisions,optimal scheduling,and carbon accounting,and summarizes the synergy mechanism between the green electricity trading market mechanism and key mechanisms such as the power spot market,green certificate trading market,carbon market,and the renewable energy electricity consumption quota mechanisms.Furthermore,it analyzes the bottlenecks and challenges in the development of the green electricity trading market and proposes a design scheme to improve the green electricity trading market mechanism,providing a decision-making reference for the long-term development of the green electricity trading market.
