低空经济是重要的国家战略性新兴产业之一.在低空经济活动日益活跃、管理复杂性与安全风险同步攀升的背景下,如何利用数字孪生技术建设城市低空管理平台,更好地完成管理工作是地方政府相关部门需要重点关注的领域.以杭州市为研究对象,概述了数字孪生技术在城市低空管理平台中的建设方案,详细介绍了低空经济"三张网"和智能应用工具集的场景应用.研究表明数字孪生技术能够实现"数据采集-AI分析-闭环处理"的一体化、全流程管理,大幅提升了基础设施选址、航路航线布局和空域管理等场景的效率,辅助政府智能决策,为以后基于数字孪生的城市低空管理平台建设提供重要参考.

Low-altitude economy stands as one of the pivotal national strategic emerging industries.Against the backdrop of increasingly vibrant low-altitude economic activities coupled with the simultaneous escalation of management complexity and safety risks,how to leverage digital twin technology to build an urban low-altitude management platform and optimize management work has become a key priority for relevant local government departments.Taking Hangzhou City,Zhejiang Province,China as the study case,we outlined the construction scheme of digital twin technology in the urban low-altitude management platform,and elaborated the scenario applications of the"Three Networks"for low-altitude economy as well as the intelligent application toolset.The research results demonstrate that digital twin technology enables integrated and full-cycle management covering"data collection,AI analysis,and closed-loop handling",which significantly enhances the efficiency of scenarios including infrastructure site selection,air route layout and airspace management.This study has the potential to assist local governments in making intelligent decisions,and provides important references for the construction of urban low-altitude management platforms based on digital twin technology in the future.
