针对北京市信息化和智慧化进程中,各级政府部门因业务需求各自建设地理空间数据而导致的"技术标准不统一、数据重复采集利用率低、信息共享融合应用困难、条块割裂严重"等问题,结合智慧城市建设对二三维地图的迫切需求,以现有的遥感影像、政务电子地图、城市级实景三维模型、领域专题图层等数据为基础,以北京市政务地理空间共享服务平台为依托,不断研究攻关面向新型智慧城市建设的超大规模时空数据资源服务体系构建、以建筑实体为中心的多源异构空间数据自动关联与融合、大规模时空数据存储与计算、面向政务时空大数据专题应用的敏捷开发工具等关键技术,最终建成支撑和服务全市各级政府部门空间业务应用的统一智慧城市时空基准底座,即智慧城市"一张图".该成果在北京市各区、各委办局中得到广泛应用,支撑了多个重大活动和重点工程,并在应用中持续优化完善,有力支撑北京市精细化治理和精准服务.

In the process of informatization and smartization in Beijing City,various government departments have independently constructed geospatial data due to their business needs,leading to issues such as inconsistent technical standards,low utilization rate of repeated data collection,difficulties in information sharing and integration applications,and severe fragmentation across departments and regions.Considering the urgent demand for 2D and 3D maps in smart city construction,based on existing data such as remote sensing images,government electronic maps,city-level 3D real scene models,and domain-specific thematic layers,and relying on Beijing City's government geospatial sharing service platform,we continuously researched and tackled key technologies for the construction of a super-large scale spatio-temporal data resource ser-vice system tailored for the new smart city construction,automatic association and fusion of multi-source heterogeneous spatial data centered around building entities,large-scale spatio-temporal data storage and computation,and agile development tools for government spatio-temporal big data thematic applications.Ultimately,a unified spatio-temporal benchmark foundation was established to support and serve spatial business applications for government departments at all levels across the city,which constituted the smart city"One Map".This achievement has been widely applied in various districts,committees,offices,and bureaus in Beijing City,supporting multiple major events and key projects,and has been continuously optimized and improved in application,effectively supporting the refined governance and precise services of Beijing City.
