智慧城市应急管理中的地理空间技术体系与全周期应用OA
Geospatial Technology System and Full-cycle Applications in Smart City Emergency Management
随着智慧城市建设深入,城市应急管理正由灾后处置转向灾前预防、灾中响应和灾后恢复的全周期管理.地理空间技术凭借空间信息获取、多源数据融合与时空关联分析等优势,成为支撑智慧城市应急管理的基础.梳理了面向智慧城市应急管理的地理空间技术体系,探讨了多源时空数据获取与风险底图构建、异构数据融合与时空关联分析、灾害过程模拟与城市空间表达等关键链路,总结了该技术体系在灾前风险识别与预警、灾中动态感知与协同响应、灾后损失评估与恢复监测等全周期的应用逻辑.最后,针对多源异构数据融合困难、高精度数字底板动态更新滞后,提出了构建空天地一体化感知网络、强化智能分析推演及打造可计算城市数字底座的未来发展方向.
With the deepening development of smart cities,urban emergency management is shifting from post-disaster response to a full-cycle management paradigm encompassing pre-disaster prevention,in-disaster response,and post-disaster recovery.Geospatial technology,with advan-tages in spatial information acquisition,multi-source data fusion,and spatio-temporal correlation analysis,has become a fundamental support for smart city emergency management.In this paper,we reviewed the geospatial technology system for smart city emergency management,and discussed key components,including multi-source spatio-temporal data acquisition and risk basemap construction,heterogeneous data fusion and spatio-temporal correlation analysis,disaster process simulation,and urban spatial representation.Then,we further summarized the application logic of this technology system across the full emergency management cycle,including pre-disaster risk identification and early warning,in-disaster dynamic sensing and coordinated response,and post-disaster damage assessment and recovery monitoring.Finally,in response to challenges such as difficulties in multi-source heterogeneous data integration and the lagging dynamic update of high-precision digital basemaps,we proposed future development directions,including the construction of a space-air-ground integrated sensing network,the enhancement of intelligent analy-sis and simulation capabilities,and the development of a computable urban digital base.
