"宽带中国"试点政策对数字普惠金融使用深度的影响研究OA

The"Broadband China"strategy,as a national strategic public infrastruc-ture,provides strong support for the development of digital financial inclusion.Em-ploying a multi-period difference-in-differences model based on panel data from 292 prefecture-level cities in China from 2011 to 2023,this paper analyzes the impact of the Broadband China Pilot Policy on the usage depth of digital financial inclusion and its underlying mechanisms.The findings indicate that the Broadband China pilot policy has significantly enhanced the usage depth of digital financial inclusion,with both per capita disposable income and internet penetration rate serving as positive mediating channels.From the perspective of dimensional decomposition,the policy effect exhibits significant structural heterogeneity,with the most prominent en-hancement observed in low-threshold,high-frequency payment services,while the empowerment effect on deeper financial services such as credit and insurance has not yet fully manifested.Heterogeneity analysis reveals that the policy effect is more pronounced in regions with high financial development levels,resource-based cities,and areas with high educational attainment.Therefore,coordinate advance-ment of balanced broadband infrastructure layout,strengthening the leading role of payment functions,implementing region-specific differentiated policies,and broade-ning residents' income-increasing channels through digital infrastructure are criti-cally important for further releasing the potential of digital financial inclusion.
