碳排放权配额分配是碳交易体系制度的核心,配额分配的理论范式设计决定了碳交易市场的公平性和有效性,是提升国家气候治理能力与碳市场运行质量的关键.现有基于企业实际产量的行业基准法,在碳排放权配额分配上,与"双碳"目标不相适应,同时与碳市场的绝对总量控制要求匹配不足,因此亟须对配额分配方法进行调整.以中国碳市场配额分配的范式设计为研究对象,系统梳理其制度逻辑与运行机理,重点解析碳排放控制目标向重点行业的分解路径,围绕配额总量设定、行业划分、基准构建、初始核算与动态调整等关键环节,评估现行机制在总量约束、价格信号传导与履约激励方面的制度缺陷.在此基础上,提出以目标导向为核心,数据支撑与激励协调相结合的动态调控优化框架,倡导加快构建国家层级碳配额储备与调节机制,平抑市场波动,缓释履约集中风险,强化价格信号与减排激励的协同效应.构建中国碳排放权目标配额分配的理论框架,通过制度协同与政策嵌套,完善碳配额分配体系的制度范式设计,为中国碳交易市场顶层设计与推进"双碳"战略实施提供理论依据与政策启示.

The allocation of carbon emissions allowances is a central component of emissions trading systems,shaping both the fairness and effectiveness of carbon markets.The underlying theoretical paradigm for allocation plays a critical role in enhancing national climate governance capacity and improving the performance of the carbon market.In China,the current method based on sectoral benchmarks linked to actual output does not align well with the national carbon peaking and carbon neutrality goals.It also lacks sufficient compatibility with the absolute cap control required for effective emissions management.This paper examines the paradigm design of China's carbon allowance allocation mechanism by analyzing its institutional logic and operational mechanisms.It focuses on how emission reduction targets are distributed across key industries and evaluates essential elements such as cap setting,industry classification,benchmark development,initial allocation,and dynamic adjustments.The study identifies weaknesses in the current system regarding total emissions control,the transmission of price signals,and compliance incentives.Based on this analysis,the paper proposes an optimized framework centered on goal orientation,supported by robust data and coordinated incentives.It also recommends the development of a national-level carbon reserve and adjustment mechanism to reduce market volatility,alleviate concentrated compliance risks,and improve the interaction between pricing and emissions reduction incentives.This research aims to establish a theoretical foundation for goal-driven allowance allocation in China and provide policy insights to support the institutional development of its carbon market and the implementation of the dual-carbon strategy.
