数字治理生态的研究进展与理论进路OACHSSCD

The emergence of"digital governance ecology"signifies a theoretical transition in the digital era governance paradigm,shifting from linear technological application to systematic ecological construction.Through a systematic review of the theoretical progress of digital governance ecology and a definition of its conceptual genealogy,the evolution of digital governance theory can be delineated into four stages:foundational construction and efficiency drive,capability enhancement and integration drive,regulatory restructuring and value drive,and ecological construction and symbiosis drive.This evolution reveals the bidirectional dynamic interplay between internally driven technological expansion and externally driven value imposition.To better understand the internal structure and operational mechanisms of digital governance ecology,this study integrates niche theory from organizational ecology and actor-network theory from the sociology of technology.It argues that digital governance ecology encompasses both macro-structural fields and micro-practical processes.Establishing a healthy digital governance ecology requires not only the integration of elements through optimal resource allocation but also the consolidation of value consensus through shared meaning-making.
