基于过程安全的石化企业安全管理体系架构评估及优化OA
Assessment and Optimization of Petrochemical Enterprise Safety Management System Framework from the Perspective of Process Safety
随着化工产业高质量、可持续发展转型,大型石化企业安全管理体系存在风险感知滞后与管理穿透力不足的难题,提出一种基于过程安全的安全管理体系架构评估与优化策略,构建了涵盖完整性、可执行性及匹配性3 个维度的体系架构评估模型,同时将过程安全核心要素深度映射到传统要素架构中,实现了从员工行为安全向基于风险的全生命周期过程安全风险管控转型升级.研究立足于某大型石化企业的管理实践,从领导力履职、风险动态监控及绩效量化评估等 8 个维度构建了管理要素专项提升路径,实现了管理效能从"合规驱动"向"数据驱动"的跨越.研究结果表明,该优化路径能够破解石化企业普遍存在的"制度高筑、执行悬空"难题,提升体系的运行质量与风险控制能力,为石化行业构建本质安全体系提供了系统性的理论支撑与具参考价值的实践范式.
Amid the transition of the chemical industry toward high-quality and sustainable development,the safety management systems of large petrochemical enterprises frequently encounter challenges such as lagging risk perception and insufficient management penetration.To address these issues,this study proposed a risk-based assessment and optimization strategy for SMS architecture.An architecture evaluation model encompassing three dimensions-completeness,operability,and adaptability-was constructed.Furthermore,core elements of process safety were deeply mapped onto the traditional framework,facilitating a paradigm shift from conventional behavior-based safety to risk-based,full-lifecycle process safety management.Based on the management prac-tices of a large petrochemical enterprise,specific improvement pathways for management elements were devel-oped across eight dimensions,including leadership commitment,dynamic risk monitoring,and quantitative per-formance evaluation.This implementation enabled a crucial transition in management efficacy from being"com-pliance-driven"to"data-driven".The results indicated that this optimization pathway effectively resolved the prevalent disconnect between system formulation and practical execution,significantly enhancing the operational quality and risk control capabilities of the system.Consequently,these findings provide robust theoretical sup-port and a valuable practical paradigm for establishing inherently safer systems within the petrochemical indus-try.
