企业双重预防机制运行质效的系统治理与实证研究OA

When implementing the dual prevention mechanism of safety risk hierarchical management and control and hazard inspection and governance,many enterprises frequently encounter an implementation dilem-ma characterized by a disconnect between system documentation and practical execution(often referred to as the"two-layer detachment"dilemma).Despite the establishment of formal systems,actual operations remain large-ly decoupled.Focusing on this practical issue,this study analyzed the deep-seated causes from the perspective of industry heterogeneity and proposes a systematic resolution pathway.Initially,the common root causes of this dilemma were explored from four dimensions:cognition,system,technology,and execution.Subsequently,the differentiated manifestations of this disconnect in typical industries,such as the chemical and oil and gas sec-tors,were analyzed.Based on these analyses,a four-dimensional governance framework integrating"promotion mechanism,core business processes,digital empowerment,and incentive-constraint"is proposed.Specifically,this framework established a scientific promotion mechanism centered on top-management leadership.By build-ing a dynamic risk database and translating control measures into inspection tasks,it solidified the core business processes.Furthermore,an online-and-offline integrated digital platform was designed to achieve the deep cou-pling of management and technology,supplemented by clear incentive and constraint mechanisms to ensure con-tinuous system optimization.Validated by the national digital promotion strategy for the hazardous chemical in-dustry and an in-depth case study of a large chemical enterprise,the results indicated that this pathway can ef-fectively promote the organic unity of risk and hazard management.Consequently,this framework facilitates a crucial transformation from formal compliance to substantive safety risk prevention and control.
