通过构建区域科技人才创新创业生态系统模型,对"杭州特色小镇模式"与"硅谷模式"进行生态系统建设路径分析,并对比分析两种模式的生态系统内涵、要素协同机制和生态整体效能."硅谷模式"以市场主导为核心、以高校资源为源头、以资本赋能为支撑,构建了"人才集聚、技术突破、全球链接"的原始创新生态."杭州特色小镇模式"以政府引导为核心、以特色小镇为载体、以场景赋能为抓手,构建了"政策精准、平台集聚、生态宜居"的应用创新生态.杭州与硅谷的生态系统基于差异化创新导向与发展逻辑,形成了各具特色、适配本土发展的要素协同机制.杭州模式和硅谷模式的成功经验为我国地方高水平人才高地建设提供了多维度的启发和经验借鉴.

By constructing a regional science and technology talent innovation and entrepreneurship ecosystem model,this study conducts a path analysis of ecosystem construction for the"Hangzhou Characteristic Town Model"and the"Silicon Valley Model,"comparing the ecosystem connotations,element synergy mechanisms,and overall ecological effectiveness of both models.The"Silicon Valley Model"is market-led,leverages university resources as its source,and is supported by capital empowerment,constructing an original innovation ecosystem characterized by"talent aggregation,technological breakthroughs,and global linkages."The"Hangzhou Characteristic Town Model"is government-guided,uses characteristic towns as its basis,and employs scenario empowerment as its lever,constructing an applied innovation ecosystem characterized by"precise policies,platform aggregation,and ecological livability."Based on differentiated innovation orientations and development logics,the ecosystems of Hangzhou and Silicon Valley have formed distinctive element synergy mechanisms adapted to local development.The successful experiences of both the Hangzhou and Silicon Valley models provide multi-dimensional inspiration and lessons for the construction of high-level talent hubs in various localities across China.
