The Impact Mechanism of University Appointment Systems on the Selection and Cultivation of Young Talent
在教育、科技、人才一体化发展的国家战略背景下,高校聘任制度是青年人才选拔培养机制完善的核心抓手.基于教育、科技、人才三维体制机制视角,系统剖析高校聘任制度对青年人才引育、立德树人、科技创新的作用机理,梳理其在人才引进与公开招聘、岗位分类与聘期管理、考核晋升与"非升即走"等方面的实践,研究表明,高校聘任制度通过精准引才、分类管理、聘期考核,实现青年人才活力释放与能力提升.但存在考核评价指标不科学、评价主体与标准待优化、资源分配约束突出等现实困境,功利化评价、资源失衡等问题制约育人与创新效能.完善高校聘任制度,应优化青年人才评价体系,协同教育综合改革,强化创新激励导向,赋能青年人才高质量选拔培养.
Against the backdrop of the national strategy for integrated development of education,science,and technology,the university appointment system serves as a core lever for improving the selection and cultivation mechanism for young talent.From a three-dimensional institutional perspective based on talent,education,and technology,this study systematically analyzes the mechanisms through which university appointment systems affect the recruitment and cultivation of young talent,moral education,and technological innovation.It reviews practical implementations in talent introduction and open recruitment,job classification and appointment management,performance evaluation and promotion,and the"up-or-out"system.Research indicates that university appointment systems achieve the unleashing of young talent vitality and capacity enhancement through precise talent recruitment,categorical management,and appointment-term evaluation.However,practical dilemmas persist,including unscientific evaluation indicators,evaluation subjects and standards requiring optimization,and prominent resource allocation constraints.Issues such as utilitarian evaluation and resource imbalance restrict the effectiveness of talent cultivation and innovation.To improve university appointment systems,efforts should focus on optimizing the evaluation system for young talent,coordinating comprehensive education reform,strengthening innovation-oriented incentives,and empowering high-quality selection and cultivation of young talent.
